Last year, aid from international partners provided 27% of Ukraine’s budget revenues.

According to the 2022 state budget report, as noted by the Ministry of Finance, state budget revenues amounted to almost UAH 1.8 trillion, a significant portion of which was UAH 481.1B in grants from international partners, or 26.9% of the total state budget revenues for the year.

Expenditures reached UAH 2.7 trillion, exceeding the 2021 figure by UAH 1.2 trillion and 80% of the spending approved by law at the beginning of 2022. Most of the expenses were for national security and defense in the amount UAH 1.5 trillion, which is 29.6% of GDP. The government also paid considerable attention to the financing of social expenditures, in particular to the payment of various types of assistance to internally displaced persons.

At the same time, the budget deficit amounted to 17.6% of GDP against the plan of 31.7% of GDP.
