Ukraine needs an additional 4.5 million workers for its GDP to grow by 7%.

The demographic situation in Ukraine, particularly the availability of labor resources, is one of the most critical factors that is currently affecting the economy today and will affect the dynamics of its growth in the future. Due to the war, the departure of Ukrainians abroad, and internal migration, there is a shortage of personnel and structural unemployment in the state.

As the Ministry of Economy noted, in 2021 the official labor market counted 11.5 million workers. In 2023, this figure decreased to nine million officially employed workers.

“According to preliminary calculations, to ensure annual GDP growth of 7% until 2030, we need 4.5 million additional workers,” the department emphasized. In addition, to solve the structural unemployment problem, the state is helping people adapt to changes in labor market demand, offering the opportunity to learn new professions that are needed in the market with the help of training programs or advanced training courses.

Currently, the Ukrainian government is working on modernizing its labor legislation to improve the situation in the labor market.
