The Russian factories producing Kalibr missiles, Tornado, and Grad surface-to-air missiles are still not under sanction.

According to StateWatch.org, 18 enterprises of the Russian military-industrial complex are still not among the identified producers of Russian weapons in Ukraine under the sanctions of the EU, the US, the UK, and Ukraine. Among them: are design bureaus, automobile plants, research, scientific-production associations, institutes, etc. These enterprises are either not under sanctions at all or are only under the sanctions of certain countries. In total, analysts have identified 69 Russian companies that produce equipment for use in the war in Ukraine. At the same time, it is noted that the volume of weapons production from enterprises of the Russian Federation that have not already fallen under sanction has been significantly reduced or even stopped completely.
