The EU will positively assess Ukraine’s move towards membership, but additional conditions may appear.

The European Commission plans to present on November 8 a positive assessment of Ukraine’s progress made on its application for EU membership, but this assessment may contain additional conditions for the upcoming decision on the start of accession negotiations with Kyiv, reported Reuters. The additional conditions may include the fight against corruption, minority rights, and issues raised by Hungary.

The assessment will be published in the EC’s annual report. It will describe in detail how far countries that are seeking to join the EU have progressed in meeting the necessary economic, legal, and other criteria.

It is expected that during the summit of EU leaders on December 14-15, a decision will be made on whether to start official membership negotiations with Ukraine. Any decision on enlargement requires the unanimous support of all EU members, which EU officials and diplomats say could be difficult for countries in the Western Balkans to achieve.
