The EU is working on the transfer of frozen assets of the Russian Federation.

The European Union is analyzing the possibility of using part of the frozen Russian assets to restore Ukraine. As Bloomberg notes, the discussion is in an early stage, and legal experts have been tasked with studying possible options. This concerns the confiscation of at least part of the frozen assets of the Russian Central Bank. Nearly €300B have been frozen in the EU, the US, and their allied countries, and almost €23B in assets from Russian nationals in the EU countries. But their confiscation may have serious consequences, which raises doubts among Europeans.
