Johnson divided aid to Ukraine, Israel, Taiwan, and national security funding into four separate bills.

Speaker of the US House of Representatives, Mike Johnson, has presented four separate bills that would provide aid to Ukraine, Israel, Taiwan, and national security funding. Congress will have several days to consider the bills and will vote on aid to Ukraine no earlier than Friday.

The Hill notes that the plan released by Johnson does not include provisions for border security. That could spark opposition among hardline conservatives, who argue that any aid to Ukraine must be paired with legislation to resolve the situation on the southern border.

As well, the fourth bill related to national security includes a proposal to fund Ukrainian aid by seizing Russian assets and providing a portion of the aid in the form of loans.

Johnson’s phased strategy offers the unique advantage of allowing lawmakers to choose which parts of the Senate bill they want to support and which they don’t. Johnson’s approach also allows amendments to be made to each proposal.
