Ukrainian companies can already receive transit simplifications.

The Director of the Department, Serhiy Semchenko, said that although the introduction of the Common Transit Regime (NCTS) and the Authorized Economic Operator (AEO) Program in Ukraine is expected only after Ukraine accedes to the Convention on the Common Transit Procedure, NCTS transit simplifications can be obtained now, at the stage of national application of the NCTS”, (Customs Press Service).
