Ukraine introduced a duty on natural gas, oil, and oil products.
The government decided to enact customs payments for goods moving through pipelines. As the Ministry of Finance explained, according to the Customs Code, such goods are not subject to customs duty, but the government has the right to set other standards. Therefore, the government has decided that the following categories will be subject to security for the payment of customs payments: excise goods, natural gas (if a larger quantity of goods is declared than was registered during the previous year, and the enterprise has debts for the payment of customs payments), and oil or crude petroleum products obtained from bituminous rocks during internal transit. The new rules do not apply to oil or oil products in transit through the territory of Ukraine.
