Ukraine has implemented a moratorium on business inspections.


The National Security and Defense Council has established a ban on inspections by law enforcement, customs, tax, and other regulatory agencies during martial law. Going forward, inspections will only occur on a spot basis in high-risk areas, particularly those involving excisable goods. Plans are also underway to digitalize the state supervision system to prevent manual intervention in inspections. This initiative aims to remove artificial barriers that hinder business operations.
The government is preparing to present a package of draft laws to parliament focused on business protection and reforming supervisory agencies. Under this plan, new criminal proceedings against entrepreneurs will require approval from the prosecutor general or regional prosecutors’ offices. There will be no seizures of property or documents that obstruct company operations. Additionally, cases lacking sufficient evidence will be closed.
President Zelenskyy has already enforced the decision by the National Security and Defense Council of Ukraine (NSDC) in order to promote economic growth. It also includes increased support for investors and compensation for investment through taxes.
