The Ukrainian labor market has recovered to 93% of its pre-war level.


Three years after the full-scale Russian invasion, Ukraine’s labor market stands at 93% of the pre-war level, according to a study by human resources portal Work.ua. In February 2025, employers posted 98,736 vacancies, a 4% increase from January. The number of vacancies grew most noticeably in Zhytomyr (+7%), as well as in the Kirovohrad, Rivne, Chernivtsi, and Mykolaiv (+6%) regions. However, the ranking of regions with the highest number of employment offers remained the same: one-third (34%) of all vacancies are in Kyiv and its region, with 9% each in the Lviv and Dnipropetrovsk regions, another 6% in Odesa, and 3% in the Kharkiv region.
While the number of job seekers has slightly decreased compared to January, it remains high. All key indicators – candidate numbers, reviews, and average competition rates – are currently at the same level as in June 2023, when the labor market began experiencing staffing shortages. It is also noted that most job seekers are young individuals with work experience.
