South Korea will fund the construction of a modern waste processing plant in Odesa costing over $300M.


Odesa Deputy Mayor Anna Pozdnyakova stated that a waste processing plant with a price tag of over $300M will be built in the Peresypsky district of the city under an intergovernmental agreement with South Korea. The project will follow the Korean WtE (waste to energy) approach, which transforms household waste into electricity and heat, while aligning with Ukrainian laws. “As a reference project, we take the example of a waste incineration plant in Warsaw, which was built by the Korean side,” the official added.
Pozdnyakova said the project will take 3-5 years to complete. The plant’s functions include burning residual household waste after sorting, generating electricity and heat, reducing landfill volumes, lowering greenhouse gas emissions, and converting ash and slag into building materials.
South Korea will provide technical, engineering, and financial support through the Korean EDCF fund. Meanwhile, a site at Dalnyk quarries in Odesa is being upgraded to accommodate sorting and refuse-derived fuel (RDF) production.
