Russia recognizes the independence of the so-called Donetsk and Luhansk “people’s republics.” Russian President Vladimir Putin made a corresponding statement in a televised address. Putin and the leaders of the “Donetsk People’s Republic” and the “Luhansk People’s Republic” signed the relevant documents.
