Rebuilding Ukraine: What business opportunities does France offer?


Since the start of the full-scale war, France has been actively providing Ukraine with not only military and humanitarian support, but also economic assistance.
The French Development Agency (AFD) opened an office in Ukraine last year and plans to provide €400M in loans and €50M in grants by 2027. The AFD’s key operational areas include rebuilding critical infrastructure and stimulating economic recovery through partnerships with EU companies.
Proparco, the development finance institution that is part of the AFD, specializes in supporting the private sector by providing grants, loans, and guarantees. In Ukraine, Proparco supports bank lending to small businesses and the agricultural sector, and invests in energy, infrastructure, and food companies.
The French Export Credit Agency (Bpifrance) also offers a number of financial products: export credit insurance, bank guarantees, investment insurance, tender guarantees, and support for infrastructure and strategic projects. Financing is available within a package valued at up to €1 billion. Insurance covers up to 95% of losses and allows French businesses to invest confidently in Ukraine, knowing that their assets and loans are protected from military risks.
