Plans for the construction of industrial facilities in Ukraine have surpassed pre-war levels.

Due to the full-scale war, industrial construction in Ukraine has predictably declined, with nearly 500 large and medium-sized enterprises seriously damaged or destroyed. However, in the relatively safe western and central regions of Ukraine, industrial investors have been active since 2023.

Leading the commissioning of industrial facilities last year were the Kyiv (31.2%), Lviv (19.1%), Khmelnytskyi (7.2%), Zhytomyr (5.8%), and Vinnytsia (5.5%) regions. The total area of industrial buildings and warehouses before construction began in January-September 2024 (1.66 million square meters) was 25% higher than the same period in the pre-war year of 2021. Meanwhile, the commissioning of industrial space last year (987,000 square meters) remains 12% below 2021’s level. At the end of 2024, 25 factories were either under construction or have already been built in industrial parks.

Additionally, Astarta is investing $76M to construct an oil refinery in the Khmelnytskyi region, a €150M Knauf building materials production facility is underway in the Ternopil region, and fire equipment manufacturer Pozhmashyna will invest $15M in a new production facility in Lviv.
