How have relocated Ukrainian businesses affected their new regions financially?

Since the beginning of the full-scale war in Ukraine, an enterprise relocation program has existed. For the regions where these companies have moved, this means additional jobs and tax revenue.

According to analysis, in the Zakarpattia region in 2021, 61.5% of the budget consisted of state subsidies, tax revenue comprising 29.1%. In 2022, the situation changed: subsidies decreased to 37.5% and tax revenue increased to 54.2%. Currently, these indicators reach 47.4% and 43.1%, respectively.

In the Lviv region’s 2021 budget, tax revenue accounted for 44.8%, and subsidies 50.3%. In 2022, the share of state subsidies decreased to 27.25%, and tax revenue increased to 67.1%. In 2024 – 67.8% and 24.5%, respectively.

In the Kyiv region’s budget before the war, the tax revenue share was 45%, and subsidies – 50.8%. In 2022 – 62.7% and 32.9%, respectively. In the current year – 45.6% and 49.5%, respectively.
