For every new individual enterprise in Ukraine, there are currently 1.5 closures.


According to the Opendatabot analytical portal, 81,928 individual entrepreneurs have opened in Ukraine since the beginning of the year, which is 9% less than during the same period last year. Meanwhile, 119,895 entrepreneurs have ceased their activities, with the number of closures increasing by 44% compared to the corresponding period in 2024. In total, 37,967 more individual entrepreneurs have closed this year than opened.
Chairman of the Finance Committee Danylo Hetmantsev noted that the surge in the number of closures among individual entrepreneurs at the beginning of the year is primarily due to the closure of non-operational businesses, for which the obligation to pay the Single Income Tax was restored effective January 1. However, starting from March 2025, the number of newly opened individual entrepreneurs (20,029) exceeds those that closed (18,477). The same was true in April: 21,517 new and 17,618 closed.
Therefore, the change in the number of individual entrepreneurs does not indicate an improvement or deterioration in the economic processes within the country, Hetmantsev added.
