At URC2025, Ukraine will present defense projects for the first time and detail plans to secure funding.

“We anticipate the signing of defense sector agreements with Ukrainian and international partners in production, innovation, and technology,” according to the Ministry of Economy.
The team from the Ministry and the European Commission also aim to announce 18 programs funded through the Ukraine Investment Framework (UIF). “This will enable Ukrainian state, municipal, and private enterprises to attract new investment,” the department states.
Furthermore, the Entrepreneurship Development Fund plans to sign a €40M grant agreement with KfW, the German development bank, to launch a new state program supporting war-affected and vulnerable businesses from de-occupied territories.
The Ministry of Agrarian Policy will also sign agreements with the EBRD to modernize irrigation in Odesa, with Italy on rural development in Odesa, and with Japanese firm Fujita to establish a network of modern vegetable storage facilities across Ukraine.
President Zelenskyy has already announced that Ukraine aims to finalize new agreements with its partners on defense and reconstruction within this week.
