Ukraine ranks as the third most popular investment destination for German companies in Central and Eastern Europe.

According to a German CEE-Business Outlook 2025 study, which included 133 German companies, 22% of respondents indicated plans to relocate their production to Central and Eastern Europe. Furthermore, 55% of respondents anticipate that the region’s economic significance will rise by 2030.

The leading investment destination for German firms is Poland, followed by Romania and Ukraine. This year, 35% of the surveyed companies plan to invest in Ukraine, and 41% aim to do so by 2030. Currently, 21% of the businesses surveyed have already made investments in Ukraine. The study highlights Ukraine’s potential to emerge as a new energy hub for the EU, serve as an alternative production site, and play a crucial role in the IT and outsourcing sectors for EU companies.

The study encompasses countries including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czechia, Estonia, Georgia, Hungary, Kosovo, Latvia, Lithuania, Moldova, Montenegro, North Macedonia, Poland, Romania, Serbia, Slovakia, Slovenia, and Ukraine.
