Putin miscalculated, thinking to intimidate the world with his army.

Russian President Vladimir Putin had hoped for the capitulation of Ukraine and the West, concentrating troops near Ukraine’s borders, but received a backlash. This was stated by Fiona Hill, senior researcher at the Brookings Institution, special adviser to the President of the US on Russia and Europe from 2017-19. “They thought that the deployment of so many troops would intimidate not only Ukraine but also NATO and Europe and lead to capitulation to some extent. But, in contrast, they received a different reaction,” she said. Gill also stressed that Russia had made demands that apply not only to Ukraine but also to the world order.
