Zelenskyy signs a law to reform ARMA in order to secure €600M in EU funding.


President Zelenskyy approved Law No. 12374-d, which enhances the institutional capacity of the National Agency of Ukraine for the Identification, Search, and Management of Assets Derived from Corruption and Other Crimes (ARMA), and to improve asset management systems. The law outlines ARMA’s reform, including new requirements for its head, a selection process involving international experts, a transparent asset management system, and increased oversight of asset transfers. It is expected that this reform will help secure around €600M in EU financial aid for Ukraine through the Ukraine Facility.
Previously, the EU indicated it would reduce Ukraine’s fourth tranche of 2025 funding because Ukraine has yet to implement three of the 16 planned reforms. The European Commission explained that if all reforms were completed Ukraine could receive €4.5B. However, with three reforms still incomplete – namely decentralization, the ARMA reform law, and the selection of judges for the High Anti-Corruption Court – the tranche would be diminished to €3.05B.
