Zelenskyy has submitted a bill to the parliament that will ensure the independence of the SAPO and NABU.


President Zelenskyy has introduced draft law No. 13533, with an explanatory note stating that the version of the Criminal Procedure Code of Ukraine adopted by parliament on July 22 poses potential risks to the effective functioning of Ukraine’s anti-corruption infrastructure, particularly regarding the independence of the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office.
The new bill will strengthen the institutional independence of both the NABU and SAPO and provide robust protection for their activities from influence and interference by Russia. It also includes provisions to solidify the SAPO’s status as an agency that independently manages the procedural investigation of crimes under the NABU’s jurisdiction. Additionally, the bill proposes mechanisms to prevent foreign intelligence and subversive activities that target anti-corruption officials.
Earlier, G7 ambassadors welcomed Zelenskyy’s initiative to restore independence to Ukraine’s anti-corruption institutions and offered their support. Zelenskyy has also suggested that Germany participate in examining a new draft law on the independence of the anti-corruption infrastructure.
