Which countries and organizations have been Ukraine’s largest financial donors during the war?

The EU, the US, the IMF and Japan have been the main donors to Ukraine’s state budget during the full-scale war. Also, a significant portion of the funds came under the ERA mechanism through the G7’s initiative, which will be repaid and serviced by future profits generated by frozen Russian assets, analysts reported, relying on data from the Ukrainian Ministry of Finance for 2022-2025. As of June 9 2025:
- $48.6B came to the Ukrainian budget came from the EU
- $30.2B from the United States
- Within the framework of the G7 ERA initiative, Ukraine has received $14.7B
- $12.8B came from the IMF
- $8.5B from Japan
- Canada provided $5.4B
- The World Bank provided $5.3B
- The UK sent $3B
- Germany gave $1.7B
Other EU and G7 countries have contributed smaller amounts to Ukraine. These funds were used to cover the state budget deficit, ensure social spending, and support critical infrastructure. Some of the aid was provided in the form of grants, some as soft loans.
