What are the government’s plans for the ₴25B in reconstruction money in 2025?

The Ministry of Finance, the Ministry of Economy, and the Ministry of Infrastructure selected 136 reconstruction-focused investment projects from 750 proposals submitted through the Dream system. However, not all of them will receive funding from the planned ₴25B ($610M) in the draft state budget for next year. The government is forming a short list of priority projects, said Deputy Minister of Finance Denys Ulyutin.

“After the first stage of the public investment management reform, we realized that not many projects are ready for implementation in the country. The most prepared are road projects. We, in turn, understand that there should be projects in other sectors as well,” he emphasized.

According to the official, preparation of reconstruction projects in other areas will be undertaken, together with donors, after creating project preparation facilities at the Ministry of Economy. Concepts will be selected for further transformation into projects that will be able to receive funding from the state budget with state guarantees and funds from international financial organizations.

The total declared reconstruction budget is ₴476.4B ($11.6B), with only 10% of facilities have been financed.
