Ukraine’s NATO package will consist of three elements.
NATO Secretary General Jens Stoltenberg spoke about these in Vilnius. This package was presented for the first time in Oslo at an informal meeting of foreign ministers from NATO member countries.
According to Stoltenberg, the first element of the package is a program of practical support to ensure full operational interoperability between Ukrainian forces and NATO forces, bringing Ukraine closer to the Alliance.
The second is the creation of the Ukraine-NATO Council. This will be a platform for consultation and joint decision-making.
The third is the cancellation of the Membership Action Plan. This will make it possible to transform Ukraine’s membership process from two-stage to one-stage. The Secretary-General clarified that the wording of the decision still needs to be agreed upon.
At the same time, Stoltenberg stated that all allies agree that Ukraine will join the Alliance.
