Ukraine will receive funding from the CEB and the EIB to provide housing for Ukrainians and restore infrastructure.


The government has approved a loan from the Council of Europe Development Bank under the HOME project for a total of €100M (₴4.8B), Prime Minister Denys Shmyhal announced.
“We will utilize these funds to compensate the owners of destroyed housing under the eReconstruction program,” Shmyhal specified.
He noted that last year, 2,800 housing certificates were funded using bank resources. The new financing will allow for the compensation of another 3,600 certificates.
The government has also decided to provide housing for internally displaced persons (IDP). The CEB will offer €50M, sufficient for preferential lending for about 1,100 families.
Additionally, with the European Investment Bank (EIB), Ukraine has secured €100M in financing through the Ukraine Facility instrument. These funds will be used to rebuild water supply and sewage systems. Ukraine will also receive a new €100M tranche from the EIB for reconstruction in social sectors including water and heat supply, education, healthcare, and IDP housing.
