Ukraine will launch a private insurance market for military risks.
The war risk insurance mechanism is available today from several international financial institutions, including MIGA of the World Bank Group and the American Development Finance Corporation (DFC), which already insures Ukrainian investors.
As the Ministry of Economy noted, the DFC is currently considering projects worth hundreds of millions of dollars. In parallel with this, conditions are being created for the launch of the private insurance market through access to reinsurance commercial capital. Today, the donor aid pool is confirmed in the World Bank report and approved on the Multidonor Coordination Platform, including the war risk insurance issue.
It is also envisaged to create a separate dedicated trust fund, which will provide reinsurance capital and first loss guarantee coverage to attract private reinsurers. In the future, it is also planned to create a pool similar to the Motor (Transport) Bureau, which will be a self-regulating institution, the concept of which is currently being developed together with the NBU.
