Ukraine wants all purchases made with donated funds to be processed through the Prozorro system.
The Government of Ukraine working to establish Prozorro, the public procurement system, as a mandatory tool for the procurement of goods or services financed by international donors, said Economy Minister Yuliya Svyridenko.
She noted that Ukraine’s international partners have already demonstrated a willingness to use Prozorro. Additionally, the World Bank confirmed that this system fully complies with the organization’s rules.
In addition, four financial organizations, the Council of Europe Development Bank (CEB), the EBRD, the EIB, and the World Bank, have agreed to apply a joint approach to procurement in Ukraine. The memorandum they signed envisages the use of Prozorro for small tenders that do not exceed the thresholds of €130,000 for goods and services and €5M for works in projects financed by these organizations.
The Prozorro system is already widely used by USAID and UKaid TAPAS projects.
