Ukraine offers new schemes and conditions for supplying the EU’s gas.
Ukraine has offered Slovakia and Azerbaijan a new scheme for gas supplies through its territory to the EU. Discussions are centered on the option of storing gas in Ukrainian underground storage facilities with subsequent supply to Slovakia or other countries. In this way, the supplies would not be considered transit, but re-exported gas. To clarify, the owner of the gas will pump it into storage, and then they will be able to use it at their discretion.
This proposal was made to both Azerbaijan and Slovakia a few months ago. For example, Slovakia could buy gas on the border between Ukraine and the Russian Federation, or at the point of its entry from Azerbaijan to Russia, pump it into Ukrainian UGS and then use it if necessary or sell it to third countries. So far, only consultations of the parties have taken place regarding this proposal, not detailed negotiations.
