Ukraine is moving closer to launching a large-scale housing reform.

The Ukrainian Parliament approved in the first reading a bill, On the Basic Principles of Housing Policy, which initiates a major housing reform in Ukraine, said Olena Shulyak, the head of the Committee on Regional Development and Urban Planning. According to her, the adoption of this bill is part of the Ukraine Facility program, which will allocate €50B for Ukraine by 2027. The country will have received €300M of this funding by the fourth quarter of this year.

Shulyak also noted that for the full launch of the housing reform, two more important bills will be prepared and adopted – On the Social Housing Fund and a bill on managing this fund. Work on the first is already underway, as its deadline under the Ukraine Facility is the fourth quarter of 2026.

The deputy recalled that the housing policy reform will introduce two temporary housing options for citizens who lack the financial means to buy housing – social rent and rent with the right to buy. There will also be temporary official housing.
