Ukraine is establishing a municipal housing fund.

The Ukrainian government has initiated a pilot project to develop a municipal rental housing program. Priority will be given to veterans, the relatives of fallen defenders, military personnel, internally displaced persons, orphans, teachers, doctors, and utility workers. The standard housing will be 40 square meters for a family of two, including furniture and appliances. Rent will be calculated using a special formula based on regional conditions and will be considerably lower than market rates – around ₴6,000 ($145) per month for a one-bedroom apartment.

Municipalities will serve as the main clients for construction. The project will use existing design templates to quicken development and reduce costs. Funding will come from local budgets, loans, and grants from partners. This initiative aims to help internally displaced persons integrate into new communities and motivate Ukrainians to return home.

Notably, the average rent for a one-room apartment in Ukraine was ₴7,504 ($180) in May 2025, a 3.9% increase since the start of the year.
