Ukraine declines to incorporate Turkish Karpowership power plants into its energy system because of their high generation cost.


A new type of electricity generation for Ukraine – power plants offered for rent by Turkish Karpowership – will remain as a concept. Even though Ukraine spent about UAH 300M to prepare the infrastructure for these ships, two Karpowership power plants with a capacity of 230 MW never generated electricity for the Odesa region.
One of the key problems that slowed the project was the cost of the lease demanded by the Turkish company. The price of electricity generated by the Karpowership ships would exceed the market price by more than 100% one day in advance during peak hours. On February 14, such prices reached UAH 9,000 per 1 MWh. In addition, Karpowership demanded the right to withdraw its ships from Ukrainian territorial waters to the open sea at any time if it perceived a threat to their safety.
It would have only made sense for Ukraine to operate these ships until the beginning of the heating season in order to strengthen the energy system for winter.
