The war is not an obstacle to Ukraine’s membership, and the countries of Southeastern Europe support Ukraine’s path toward the EU and NATO.

Ukraine has real prospects for progress in joining the EU, even if the war continues, said European Commissioner for Enlargement Marta Kos. She emphasized that the current hostilities will not hinder the membership negotiations. According to Kos, the EC is preparing to open all negotiation clusters by the end of 2025, and this process may begin soon.
Notably, the first cluster, Fundamentals, should be opened shortly. By September or October, the European Commission plans to complete the screening of Ukrainian legislation in all areas. Brussels is making every effort to hasten the negotiation process, as Ukraine has fulfilled many of the necessary conditions. Kos is confident that Ukraine will become an EU member by 2030.
Additionally, the foreign ministers of Southeastern European countries have given their support to Ukraine on its path to European integration, including NATO membership. “We would welcome an invitation to Ukraine to join NATO, when the Allies agree and the conditions are met. NATO membership remains the best cost-effective security option for Ukraine,” the communiqué said.
