The US receives clear signals from Russia for the first time regarding potential terms to end its full-scale war against Ukraine,

according to US Secretary of State Marco Rubio. He discussed the results of White House special envoy Steve Witkoff’s visit to Moscow. Rubio stressed that Ukraine should have a decisive role in the process, and the US aims to align Kyiv and Moscow’s positions more closely.

He stated that a ceasefire should be part of a broader peace process, with final agreements only achievable after difficult negotiations over the occupied territories’ future. Regions like Crimea, seized by Russia, are a key issue, and concessions will be painful for both sides, especially Ukraine. Trump suggested Putin might agree to peace talks if a “territorial exchange” is involved.

Meanwhile, the NYT reports that Putin’s main priorities are preventing Ukraine from joining NATO, limiting Kyiv’s military power, and installing a Moscow-friendly government in Ukraine – objectives more important than the territories Russia controls. Analysts say Putin seeks a peace deal that fulfills his geopolitical objectives and is not ready for any compromises. Trump’s influence might help accomplish these, prompting Putin to reassure him of his willingness to end the war and avoid conflict with Washington.

As a reminder, nearly 76% of Ukrainians strongly oppose Russia’s “peace plan”.
