The US might allow Ukraine to hit Russian territory with French and British missiles; this will avoid escalation, as France and Britain will bear the risk.

According to The Times, the White House plans to allow Ukraine to use Storm Shadow and SCALP missiles for strikes on Russian Federation territory but still refuses to permit the use of its ATACMS missiles to prevent further escalation of the war. Biden plans to discuss the issue with other European leaders, and the UK and France might support the move.

“This semi-position is less than what Ukraine asked for, but it is better than nothing. It increases the risk of escalation of the conflict against Britain and France, but not against the US,” experts note.

So far, the US has sent only 1.1% of its missiles to Ukraine, while Britain and France have sent 30% of their SCALP-EG and Storm Shadow missiles, with each country possessing a fraction of the long-range missiles in the US arsenal.

Analysts believe that SCALP-EG and Storm Shadow strikes alone will not produce significant results and will be severely limited. They must be combined with ATACMS and JASSM missiles to have a lasting effect.
