The Ukrainian Parliament supports allowing arms exports, emphasizing the need for increased governmental support for exporters.

Danylo Hetmantsev, the head of the parliamentary finance committee, argues that resuming military product exports would achieve four objectives:

  1. Attract additional financial resources from foreign clients
  2. Utilize manufacturing capacities that are currently underutilized due to insufficient funding
  3. Generate increased revenue for budgets at all levels
  4. Help alleviate the foreign trade deficit

To bolster his argument, he referenced data showing a rise in the negative balance of foreign trade. While exports have remained static compared to last year, imports have surged over 13% (+$2.9B). Consequently, the negative foreign trade balance for goods from January to April 2025 reached $11.5B, increasing by an average of $2.9B each month.

It’s important to note that while the export of military technologies is not legally banned in Ukraine, the country has vanished from the global market since February 2022, with manufacturers either receiving negative responses to their permit applications or no response at all.
