The Ukrainian parliament is drafting a bill on arms exports.

According to Kateryna Mykhalko, the executive director of the Technological Forces of Ukraine, the Verkhovna Rada is working on legislation that will create a framework to regulate this process. She believes Ukrainian arms exports will be opened if the president declares it. Mykhalko states that arms exports are politically significant for Ukraine, beyond just economic reasons. Mykhalko also emphasizes that decisions regarding exports should be made carefully, considering the opinions of Ukrainian intelligence and diplomatic factors.

“Export to the EU is the first and logical step. But it is strategically important how Ukraine will regain the market from Russia of countries who took a neutral stance in the Russian-Ukrainian war. Because this will make us richer, and our enemy, if not poorer, then at least deprived of the opportunity to earn additional money. This is how it should work,” Mykhalko added.

She assesses that countries with neutral positions offer potential markets for Ukrainian arms exports, whether it’s military technologies, dual-use technologies, or outdated products.
