The Ukrainian government continues to dominate as the largest owner of enterprises.

As of January 1, 2023, the Ukrainian state owns 3,256 companies, according to the updated Unified Register of State-Owned Objects. At the same time, according to the same register, as of January 1, 2022 there were 3,378 state-owned enterprises in Ukraine. Therefore, in 2022, their number decreased by 122, or 3.6% of the total portfolio of state enterprises.
But that number does not include at least 14,000 businesses owned by local authorities, for which there are no verified statistics, experts noted. Moreover, based on the registered assets, at least 2,384 (73%) of the 3,256 enterprises are state unitary enterprises.
