The Ukraine Facility provided 40% of Ukraine’s external financing for 2024’s state budget.

The Ukraine Facility program provided the largest amount of external financing for the state budget in 2024 (over 40%). The total amount of funds provided by the EU amounted to €16.2B. This was made possible by the transitional financing provided unconditionally for in the program for 2024. The successful implementation of the measures set out in the Ukraine Plan during the second and third quarters of last year also played an important role. In total, Ukraine received assistance from eleven partners in 2024 for over $41B, namely:
- EU – $17.3B ($14.1 in concessional financing and $3.2B in grants)
- US – $8.3B (grants)
- IMF – $5.3B (concessional financing)
- Japan – $4.3B (concessional financing, grants, guarantees)
- World Bank – $3.2B (concessional financing)
- Canada – $1.8B (concessional financing)
- UK – $1B (guarantees)
- Norway – $306M (grants)
- Republic of Korea – $100M (concessional financing)
- Council of Europe Development Bank – $11M (concessional financing)
- Spain – $3M (guarantees)
