The receipt of international aid lags behind the needs of the Ukrainian budget.
The head of a specialized parliament committee, Danylo Hetmantsev reported that $37.43B was received from international partners to finance state budget expenditures this year, including $2B in November. For most of the year, receipts of foreign aid kept pace with Ukraine’s budgetary needs. However, towards the end of the year the process slowed.
The deputy recalled that 2023’s estimated need for external financing was initially estimated at $42.3B. After October’s changes to the budget, this figure increased to about $44.5B. This amounts to approximately $3.7B per month, while now (according to the results from 11 months) actual aid revenue average $3.2B per month. In December, the sum will be greater due to grant support from the US, and the next tranche of the IMF is expected.
“However, to cover possible gaps in December, it is also necessary to activate placement of OVDP bonds and strengthen liquidity management on a single treasury account“, Hetmantsev recommends.
