The President of Finland outlines three stages for achieving peace in Ukraine from a position of strength.

Finnish President Alexander Stubb emphasized at the Munich Conference that Ukraine should negotiate with the Russian Federation exclusively from a position of strength and presented a plan to foster a sustainable, lasting peace:

  1. The first stage involves preliminary negotiations, during which allies should rearm Ukraine and apply sanctions pressure on Russia.
  2. The second stage includes a ceasefire monitored externally by Europe and the US. If Russia attacks Ukraine again, it should automatically receive NATO membership.
  3. The third stage comprises peace negotiations, which may take some time. This stage will address more complex issues, including territorial disputes, security guarantees, and compensation.

Stubb stated that Europe needs to establish a special representative for Ukraine role to ensure its significant involvement in any peace process, and that Ukraine’s independence, sovereignty, and territorial integrity must be guaranteed. The politician added that Ukraine’s membership in the EU and NATO is non-negotiable and that these should become a guarantee of its sovereignty and security.
