The Ministry of Defense has increased domestic weapons procurement from 44% to 71% over the year.

From January to July 2025, the Defense Procurement Agency (DPA) increased contracts for domestic weapons by ₴158B ($3.8B) compared to the same period last year. This has led to the share of domestically produced weapons and equipment in total DPA procurement rising to 71.4% (compared to 44.1% a year earlier). DPA Director Arsen Zhumadilov emphasized, “When there are clear rules and a clear logic of interaction, manufacturers scale up. The growth in contracts with Ukrainian enterprises is a result of restructuring the procurement system.” Notably, more than 95% of the funds allocated for drone purchases are dedicated specifically to Ukrainian UAVs.

Meanwhile, Ukrainian Venator Technologies has developed the AngryCat interceptor drone. The drone has a cruising speed of 250 km/h and can shoot down enemy UAVs, including the Shahed, at altitudes of up to 4,500 meters. Thanks to autonomous navigation systems, AngryCat can detect and intercept targets without direct operator involvement. The drone can also serve as a kamikaze weapon that is capable of destroying ground targets. The state is prepared to contract all interceptor drones that Ukrainian enterprises can produce through the end of the year.
