The government supports the revitalization of the energy sector and is reducing its debt to green energy producers.


The Cabinet of Ministers approved a decision to simplify procedures for restoring gas transportation facilities and power lines. This will enable energy companies to hasten construction and reconstruction projects, including the installation of special jumpers for reverse gas supply. Simplifying these processes will also help accelerate technical solutions that increase the flexibility and reliability of electricity and gas transit systems. The decision is strategically important for heating season preparations and to enhance the energy system’s resilience during wartime.
Meanwhile, state company Ukrenergo’s debt to the state enterprise Guaranteed Buyer for payments under the green tariff for renewable energy producers has decreased to ₴15.5B ($370M) at the end of 2025’s first quarter. Debt owed to energy producers has fluctuated over recent years: In 2025, the Guaranteed Buyer has paid 90.1% of money owed (the highest in three years); last year, 89.2%; in 2023, 99.2%; and in 2022, 65.5%.
