By the end of March, the European Commission must submit proposals to ensure EU energy security during the following winter period, and by the end of May, a detailed plan for the gradual elimination of European Union dependence on imports from Russian energy carriers. According to Josep Borrel, “The consequences of the war in Ukraine were at the center of the informal meeting of EU leaders in Versailles. EU heads of state and government agreed to eliminate dependence on Russian gas, oil, and coal as soon as possible. We can’t feed Vladimir Putin’s war machine through our energy imports.”
