The EC presents a White Paper for defense; Ukraine will receive two million rounds of ammunition per year.

The European Commission and the EU High Representative have introduced the White Paper on European Defense – Readiness 2030. As part of the ReArm Europe plan, an ambitious defense package has also been revealed, offering financial leverage for EU member states to stimulate investment in defense capabilities.
Von der Leyen stated that the ReArm Europe/Readiness 2030 plan envisions spending over €800B, structured around the following main areas:
- Expanding the use of public defense funding at the national level
- SAFE, a new instrument for ensuring European security (which will enable countries to immediately boost their defense investments through joint procurement from the European defense industry. Ukraine, EFTA/EEA countries, EU candidate countries, and nations with EU defense partnerships are eligible to participate in joint procurement)
- Attracting private capital through the EIB and financial markets
The head of European diplomacy, Kaja Kallas, announced that the EU plans to increase its supply of ammunition to the Armed Forces of Ukraine. It is anticipated that the bloc will provide two million shells per year and assist the country with air defense systems, drones, training, and equipping brigades.
