The Coalition of the Willing has agreed to send foreign troops to Ukraine and will establish a joint funding plan for 2026.


Last week, the coalition leaders decided to establish a headquarters in Paris and announced that plans for deploying a future military contingent in Ukraine are complete. The countries have already agreed on the command structure for forces that will be sent to Ukraine following a ceasefire in order to ensure it.
The new operational headquarters in Paris will be led by the UK and France and will oversee all tactical and operational activities. After 12 months, the headquarters will move to London. When the force deploys, a coordination cell, led by a UK 2-star military officer, will be set up in Kyiv. After hostilities cease, the force is expected to regenerate land forces, secure Ukraine’s skies, and support safer seas.
Notably, for the first time the US’ Special Envoy for Ukraine, Keith Kellogg, along with Senators Lindsey Graham and Richard Blumenthal, participated in the coalition meeting.
Additionally, leaders of member states and international organizations within the coalition agreed to develop a joint plan for Ukrainian financial support in 2026, reaffirming their commitment to provide over €40B in military aid this year and to strengthen sanctions against Russia.
