The Cabinet of Ministers plans to attract about $39B in external financing this year.


Prime Minister of Ukraine Yulia Svyrydenko said: “We plan, as a government, to attract $39B in external financing. This is only for 2025. And of course, we are working with partners to obtain additional financing and have confidence in 2026.”
According to her, the government will fulfill all of its social obligations to Ukrainians. “We also expect the Ukrainian Parliament to consider the issue of changes to the state budget. We plan to add ₴400B ($9.5B) to finance the security and defense sector,” Svyrydenko noted.
At the same time, according to the Ministry of Finance, Ukraine already has assurances of $37.4B in financial assistance from its partners for 2026-2027. Budgetary needs for external financing in the current year ($39.3B) are fully met. One of the priorities for the government is further cooperation with the IMF.
Analysts at investment company Dragon Capital believe that external financing in 2025-2026 will amount to $79B, largely thanks to the G7 ERA program and support from the IMF, the EU, and international partners. In 2026, additional financing needs are estimated at $8B, which will require a new $10B IMF program.
