Russia proposes holding a new round of talks with Ukraine on June 2 in Istanbul, where it will present a memorandum outlining the terms of the war settlement.

According to Russian Foreign Minister Sergei Lavrov, the document details Moscow’s position “on all aspects of reliably overcoming the root causes of the crisis.”

“Our delegation, led by Medinsky, is ready to submit this memorandum to the Ukrainian delegation and provide the necessary explanations,” Lavrov added.

Ukraine has called on Russia to immediately deliver this memorandum, if it has already been prepared, so the meeting can be productive and effective. The Kremlin labeled this demand “unconstructive” and dismissed it. Although Ukraine has already sent its own document to Russia reflecting its position on the ceasefire, the Ukrainian Foreign Ministry believes that Russia’s unwillingness to provide the memorandum for review suggests that the document is “filled with unrealistic ultimatums” aimed at delaying the peace process.

“The Russians’ actions demonstrate that the Kremlin probably wants the next peace meeting to be ’empty’,” the Foreign Ministry added.

The Russian president’s spokesman, Dmitry Peskov, however, noted that Russia has not yet received a response from Ukraine regarding a new round of negotiations.
