Researchers have proposed several ways to overcome the personnel crisis in Ukraine.
According to an EasyBusiness study, in October last year 55% of employers had a personnel shortage, and in April 2024 the indicator increased to 74%.
The reasons for the situation’s deterioration are mobilization, the outflow of the able-bodied population abroad, the expansion of defense industries, and the economy’s gradual recovery. At the same time, to ensure stable economic growth of 7% annually, by 2032 Ukraine needs to attract from 3.1 million to 4.5 million new workers to the labor market, and according to some data, 8.6 million. In light of these circumstances, researchers recommend paying attention to people with disabilities, internally displaced persons (IDPs), and emigrants.
For example, in 2023 only 13-15% of people with disabilities in Ukraine were employed, compared to 50% in EU countries. In addition, 14% of IDPs of working age were also unemployed. Due to unemployment, 26% of IDPs plan to go abroad. Among forced emigrants, the share of employed people in the country of residence is increasing, which reduces their interest in returning to Ukraine.
