President Zelenskyy presented his Victory Plan during a meeting of the European Council on October 17.

He stressed the importance of European unity and pointed to the need for a second Peace Summit to end the war. According to him, European unity is a weapon that ensures security not only for Ukraine but for all Europeans. The Ukrainian president announced the Framework Formula for Peace, which includes all the necessary aspects to restore peace. “In November, we will develop a full-fledged document based on the Peace Formula and share it with everyone, including the Russians, at the Peace Summit,” Zelenskyy said. He emphasized that the Victory Plan could force Russia to peace and called on the summit participants to help implement this. The president is convinced that if the Plan is followed, the war can be ended no later than next year. In addition, the document provides for the strengthening of not only Ukraine’s security, but that of the entire Euro-Atlantic community.
