President Zelenskiy will appeal a decision of the Supreme Court

which invalidated his decision to cancel a 2013 decree by then-President Viktor Yanukovych to appoint Oleksandr Tupytsky as a judge of the Constitutional Court. Last fall, as head of the court, Tupytsky eliminated criminal liability for lying on mandatory asset declarations, destroying a key pillar of Ukraine’s anti-corruption reform. Judicial reform is a major demand of the IMF, business associations and clean government citizen groups.
